Operating budget released

Budget increased by $16 million from last year

Last month, for the first time in University history, the Board of Trustees passed an operating budget exceeding $200 million. The budget is up $16 million from last year, $11,385,000 of which comes from increased tuition.

On Monday, Maribeth Amyot, vice president for Financial Administration and chief financial officer of Xavier University and Robert Munford, director for Financial Planning and Budgeting, conducted a forum on behalf of the University Planning and Resource Council (UPRC) to discuss the recently passed $201,772,000 budget with members of SGA.

The operating budget was significantly cut after the enrollment target for the 2008-09 school year was missed.

The recent large budget increase was much needed, according to Amyot.

The $16 million increase allows for the addition of 11 new faulty members, bringing the student-to-faulty ratio down to 12.3-to-1 from 12.7-to-1 in 2009.

It also allows for 6.25 new full-time employment (FTE) staff members. The 0.25 is an estimate representing a staff member compensated 0.5 to 0.75 of FTE.

72 percent of the budget is funded by tuition/fees and 12 percent room and board.

The other 10 percent is funded by endowment, athletics and various other sources of revenue.

Members of SGA expressed concern with the University's large dependence on tuition for financial stability.

This dependency is a key financial issue UPRC is currently addressing, alongside limited endowment and flexibility, according to Amyot.

While this is an issue UPRC hopes to remedy, it is not one that is likely to change very drastically in the near future, Amyot said.

The dependency on tuition stems from various key factors, mainly Xavier's lack of grants and medical clinics that many larger universities use as a means of financial support, according to Amyot.

Another key issue is weak endowment.

While donations took a significant dive from $125 million after the 2008 economic crisis, they have since risen to $116 million for the current fiscal year.

Only 4 percent of financial aid is funded by endowment; the rest comes from tuition.

Xavier's ratio of endowment to FTE ranks 22th out of the 28 Jesuit universities in the US and 13th of 14 nearby competitor colleges like Miami University and the University of Cincinnati.

There are plans for a campaign to increase endowment over the next several years, according to Amyot.

While admitting that there are still many gaps to close, Amyot ended the forum emphasizing a balanced budget, aligned resources with priorities and improved financial health overall.

This Sunday, Xavier's Center for Mission and Identity will host the annual Spirit Celebration in conjunction with the Mass of the Holy Spirit.

The Spirit Celebration symbolically marks the beginning of the new academic year and follows a several-hundred-year-old Jesuit tradition of uniting people of all faiths and traditions to pray for blessings in the new school year.

Several schedule changes will occur around campus on Sunday in honor of the celebration, including the closure of the Hoff Dining Hall from 11 a.m. to 4 p.m. and the cancellation of the 4 p.m. and 10 p.m. Masses so that everyone can attend the Mass of the Holy Spirit at noon.

The Mass will be located in the Cintas Center Banquet Room and University President Father Michael J. Graham, S.J. will preside.

In lieu of the Hoff Dining Hall, a picnic-style brunch will be served at 1 p.m. on the Cintas Center concourse.

The brunch will be accompanied by a variety of entertainment, including the XU Pep Band, Steve Boller (XU student & guitarist), jugglers, stilt walkers, magicians and a variety of animals from the Cincinnati Zoo.

The Bengals and Patriots game scheduled at 1 p.m. is also planned to be broadcast live throughout the Cintas Center concourse during brunch.
